Three jurisdictions moved this month to ban detention by zoning — before any facility is proposed. A federal detention center is being built east of Gilroy on land leased in secret in January 2025, through the same real-estate-LLC pattern now surfacing in Texas. Two more detainee deaths entered the catalog from facilities we had never documented. And our weekly data-ingest automation — new, and for a while broken — is now running. The site now tracks 140 fights and 18,002 entries across 2,016 counties.

Between January and March 2026, DHS spent more than $700 million buying industrial warehouses to convert into ICE mega-detention facilities — transacting through Delaware LLCs and private equity vehicles, often without notifying the communities where the buildings sat. Environmental law, FOIA litigation, and a procurement-track pause under new DHS Secretary Markwayne Mullin have stopped every one of them. The other tracks of detention expansion — IGSAs, 287(g) agreements, military bases, state-supported facilities — are not paused.

ICE reported 33 in-custody deaths in 2025 — the highest annual total since the agency was formed. Two deaths this quarter were ruled homicides. An independent review found 95% were preventable. The pattern is not random: it is the predictable output of a detention system that has scaled faster than any accountability structure can reach.

DHS paused one specific track of detention expansion — the Noem-era warehouse purchases — pending a procurement review. The local-partnership, military-base, and state-supported tracks keep growing. State AGs filed simultaneously on April 28. Federal judges ordered 65 of 71 detainees released in West Virginia. Two in-custody deaths were ruled homicides this quarter. We added 30 fights to the catalog — including the second-largest ICE facility in the United States, which our readers told us about.
