Kemmerer WY — City Council Rejects Sabot 900-Bed ICE Detention Pitch
Sabot Consulting (cofounded by Darren Chiappinelli) pitched the Kemmerer City Council on a 900-bed immigration detention facility. City would own the jail via municipal bond issuance. Akima Corporation (Nana Regional Corp/ANC subsidiary) would operate under ICE contract. ICE sought 850-950 beds within 2 hours of SLC airport.
Mayor Robert Bowen: community reaction ‘overwhelmingly no.’ Council member Bill Ellis: ‘We said we can’t do it, and we don’t want it.’
Neighboring Evanston (Uinta County) also declined after divisive 2017-2020 debates over proposals from Management Training Corporation and CoreCivic.
