Contract Researched

Palantir ICM (Investigative Case Management) — $139.3M (2022-2026)

ICE’s Investigative Case Management (ICM) system is built and operated by Palantir Technologies. The current contract was awarded in 2022, valued at $139.3 million, and set to expire in April 2026.

System Capabilities

ICM is the official record system for ICE investigations. It:

  • Logs and manages criminal and civil investigation files
  • Structures case workflows
  • Documents investigative activity
  • Integrates with ICE Enforcement and Removal Operations (ERO) deportation records

Sole-Source Renewal

ICE has indicated the contract is slated for sole-source renewal because the agency cannot find another company that makes a comparable system. This pattern – building critical infrastructure on a proprietary platform, then citing sole-source justification for renewals – effectively locks ICE into permanent dependency on Palantir.
