Palantir ImmigrationOS — $30M prototype + $29.9M maintenance (2025-2027)
Prototype Development Contract — $30M
In April 2025, ICE awarded Palantir a $30 million contract to develop the Immigration Lifecycle Operating System (ImmigrationOS). Prototype delivery was required by September 25, 2025, with full operational capability targeted for September 2027.
ImmigrationOS is designed to manage the entire deportation pipeline:
- Targeting and enforcement prioritization (who to deport first)
- Self-deportation tracking
- Immigration lifecycle management (identification through removal)
The system includes the ELITE (Enhanced Leads Identification & Targeting for Enforcement) app, which maps deportation targets on a digital map with dossiers and “confidence scores” for address accuracy.
Maintenance and Licenses Contract — $29.9M
A second $29.9 million task order was awarded September 25, 2025, for renewal of software licenses, operations and maintenance, and adaptive maintenance support for ImmigrationOS.
Sole-Source Justification
Both contracts were awarded under limited-source justification, with ICE citing Palantir as the sole company capable of providing the required services.
