Overview
Concord, Cabarrus County is among 21 cities nationally where DHS has purchased or plans to purchase warehouses for conversion to ICE detention. Proposed capacity: 1,500 beds. Part of the $38.3 billion nationwide expansion plan to reach 92,600 beds, funded through the One Big Beautiful Bill Act, with activation target of November 30, 2026.

- Property managing director denied involvement
- City of Concord posted publicly (Feb 20, 2026) that it “has not been contacted and is not aware of any plans”
- Feb 2026 reporting (NYT) identified a specific 414,000-sq-ft warehouse near Concord Mills, capacity up to 1,500. Owner AEW and developer Crescent Communities both denied any intent to lease/sell to the government.

Community Pushback (Feb–Apr 2026)
- Feb 22, 2026: ~2 dozen protested outside Crescent Communities’ Charlotte office (Indivisible Charlotte).
- Concord City Council meeting: dozens of residents spoke against any detention center; urged city leaders to oppose.
- April 10, 2026 (WFAE): Concord residents continued organized pushback; as of late March the property’s leasing agent said ICE had not contacted them. Concord remains rumored/unconfirmed — no purchase or lease documented.
