Facility warehouse-conversion Proposed

Hammond LA — Proposed 9,000-Bed ICE Warehouse (Tangipahoa Parish)

Tangipahoa, LA FIPS 22105
Up to 9,000 (proposed)
Bed capacity
Operator: unknown

Overview

ICE has reportedly targeted Hammond, Louisiana (Tangipahoa Parish) as the site for a massive warehouse facility capable of holding up to 9,000 people. This would be one of seven large detention hubs, each holding 5,000-10,000 people, as part of ICE’s plan to renovate at least 22 warehouse facilities nationwide to reach 80,000 total detention capacity.

Current Status

As of late 2025, local officials have not been contacted about the facility:

  • Tangipahoa Parish President Robby Miller: no information received
  • Hammond Mayor Pete Panepinto: not contacted by ICE, DHS, or any other entity
  • Hammond Police: not contacted
  • Tangipahoa Parish Sheriff’s Office: not contacted

DHS has not revealed the scope of the project, timeline, or details.

Why It Matters

This matches the pattern we’ve documented elsewhere: secretive facility siting where ICE/DHS moves to lease property without notifying local officials until late in the process. Tangipahoa Parish already scores 56 on the heatmap with 4 signal types including budget distress — exactly the kind of vulnerable community targeted by the warehouse program.

If built, a 9,000-bed facility in Hammond would be the largest immigration detention facility in the United States and would fundamentally transform the region.
