Douglas, NE FIPS 31055
Current status: County Board majority rejected Sheriff Hanson's proposal to lease 100+ jail beds to ICE for $5.5-6.5M/year; Board Chair Garcia said no ICE contract 'in the foreseeable future

Overview

In October 2025, Douglas County Sheriff Aaron Hanson publicly pushed for a formal ICE detention contract at the Douglas County Jail in Omaha, proposing to lease 100+ beds for $5.5-6.5 million annually. The County Board majority blocked the proposal, with Board Chair Roger Garcia stating he did not anticipate the board entertaining an ICE contract “any time in the foreseeable future.”

The Proposal

  • Proponent: Sheriff Aaron Hanson
  • Proposed revenue: $5.5M-$6.5M per 100 beds annually
  • Stated purpose: Fill sheriff’s office budget gaps, ease property tax burdens
  • Date proposed: October 9-10, 2025

Why It Was Blocked

A majority of the Douglas County Board issued a statement objecting to the sheriff’s proposal. Board Chair Roger Garcia led opposition.

Current ICE Activity Despite No Formal Contract

Despite the blocked contract, ICE enforcement in Douglas County remains intense:

  • ICE detainers at Douglas County Jail: Daily average nearly doubled from ~25-30 to mid-50s since Trump took office
  • Courthouse arrests (January 2026): ICE agents arrested 4 people at the Douglas County Courthouse before their scheduled criminal hearings
  • Glenn Valley Foods raid (June 2025): ~80 workers detained at south Omaha meatpacking plant

Previous ICE History

Douglas County had housed ICE detainees since at least 2012. Between 2019 and 2021, the county received $1,882,660 from that arrangement. The county corrections director said the county was “coming out ahead” even after costs.

Heatmap Context

Douglas County scores 37 on the detention pipeline heatmap with signals including IGSA (3) and 287(g) agreement (1).

Why It Matters

This represents a rare case where elected county board members blocked a sheriff’s ICE detention proposal — one of the few successful local-level resistance actions in Nebraska. However, ICE operates aggressively in Douglas County regardless, including courthouse arrests and massive workplace raids.
