Apex Site Services is a provider of temporary and semi-permanent infrastructure solutions that has entered the immigration detention market. Originally a local party rental company in North Texas, Apex pivoted during COVID-19 to become a nationwide provider of temporary infrastructure for testing sites, hospitals, and treatment facilities, then expanded into military housing, immigration processing, and detention centers.
ICE Detention Proposals
Apex appeared in ACLU FOIA documents (alongside CoreCivic and MTC) as having submitted proposals for ICE detention expansion:
- Walsenburg, Colorado – Proposed a soft-sided detention facility in response to ICE’s Denver ERO Field Office Request for Information (February 2025)

Significance
Apex represents a new category of detention contractor – not a traditional private prison company, but an infrastructure/construction firm that builds the physical facilities. The company’s pivot from COVID testing sites to detention centers illustrates how the $45 billion ICE detention expansion has attracted companies from adjacent industries.
