MVM, Inc. is an Ashburn, Virginia-based private security and transportation contractor that has been a primary ICE detainee transportation provider for over a decade. Founded in 1979 by three former U.S. Secret Service agents – Dario O. Marquez Jr., Charles Vance, and Bill Mattman – MVM has evolved from protective security into a major player in the immigration enforcement pipeline.

Scale of Operations

  • Total obligated ICE contracts: $1.1 billion overall
  • 2025 alone: $145.1 million in new contracts to transport detainees
  • Unaccompanied children contract: $162 million contract beginning 2014 for transporting unaccompanied minors from CBP to HHS custody

Services

MVM provides:

Leadership

  • Dario O. Marquez Jr. served as president and CEO from 1984-2015
  • Kevin Marquez (Dario’s son) purchased the company in 2015 after serving as COO
  • The Marquez family has been identified as major Trump donors who are now “reaping billions in ICE contracts”

Documented Problems

  • July 2018: MVM used an unlicensed Phoenix, Arizona office building to house unaccompanied minors for three weeks – the facility was not zoned for human occupancy and lacked a child care license
  • DHS Inspector General report: Found MVM escorts were the primary method for transporting unaccompanied children on domestic commercial flights, raising questions about oversight and child welfare
  • PBS investigation: Found government contractor violated policy while transporting immigrant children
  • MVM’s dual role in both transporting children to shelters and transporting adults to deportation flights reflects the seamless nature of the enforcement pipeline

CIA and Intelligence Background

MVM’s founders came from the Secret Service, and the company has maintained deep ties to the intelligence community. The Daily Beast reported on MVM’s CIA contracting history, describing it as an “ex-CIA contractor” that “makes millions flying immigrant kids to shelters.”
